II.2.1)Total quantity or scope:
With regards to the individual services which may be required from time to time under this framework, these may include, but will not be limited to:
— Capacity Assessments – This is to establish the ability of existing on-airport infrastructure to deliver the appropriate level of service when tested against existing and future traffic scenarios. This could be through the use of spreadsheet models or schedule based capacity / flow modelling. This methodology would have to take account of service levels, process assumptions (e.g. throughput and transaction rates) and traffic characteristics (e.g. passenger profiles or aircraft fleet mix) which are appropriate to Gatwick,
— Facility Requirements – For new processes or where existing infrastructure is considered inadequate, the future requirements for airport infrastructure will be calculated in order to achieve pre-determined levels of service. This work will also be carried out using spreadsheet models or schedule based facility requirement modelling. Airport facility requirements to meet the short, medium and long term needs of the airport will need to be quantified. Where obvious process solutions (rather than infrastructure based solutions) can deliver the required outcomes, these should be identified as an alternative approach. Opportunities for making more efficient use of airport infrastructure should be identified through the modelling,
— Functional Layout Plans – This is the production of 2D and possibly 3D CAD plans showing conceptual layout options to deliver the required infrastructure developments. These could take the form of layout plans for external infrastructure, e.g. aircraft parking stands, or internal infrastructure, e.g. configuration of check-in desks in a terminal. The plans would also include overall land use zoning diagrams for the airport to ensure that land is used efficiently and safeguards for future uses,
— Simulation Modelling – This is the simulation of the airport operation using specialist software to test the capability of existing and future infrastructure solutions. Specifically simulation will be required of the airfield and terminal operational processes. Gatwick already holds simulation models of the terminal developed using the CAST software. GAL wants to build on the existing simulation work and to enable direct comparison with previous modelling exercises. Therefore Airport Planning framework consultants must have the capability to use this particular software packages, although it might be part of a wider suite of simulation models that the framework partner can offer. This work will require the production of presentational material illustrating the results of the simulation for both technical and non-technical audiences.
Potential framework holders are required to carry out all of the above tasks, which will require close working with the various business units at Gatwick Airport Limited to ensure that the work addresses the specific needs of the business and makes use of up-to-date data. The selected contractor(s) will also be expected to work, from time to time, with GAL’s business partners, including airlines, the air navigation service provider and control authorities. A very high standard of written and verbal presentation is required in order to successfully consult with internal and external stakeholders on development requirements and proposals.
