The University is seeking various Architectural, Engineering, Surveying, and consulting agency services: divided into 8 lots, based on a framework agreement with the intention to commence 1st May 2015 until 31st April 2018 for a duration of 36 months with the option of another 12 months up to 48 months. The dates may change dependent on scoring outcome but the duration will remain at 36 months + 12 months for all 8 lots under the Framework.This framework will be utilised in conjunction with projects alongside other framework agreements and tendered contracts in relation to Estates Works, Goods or Services as the need arises in order to complete our contracts and we may activate any amount of the lots within this framework to undertake and meet the specific requirements of a project to its completion.It is anticipated that the core of the business will be at the Colchester Campus but we include our Campuses at Southend and Loughton as and when the need arises as part of our Estate Plan.Contracts may be awarded by:-1) Best cost calculated from the Form of Offer submitted as part of the tender procedure whether on a schedule of rates or by % of contract value2) Requesting a quotation for a particular project based on a few basic variables sufficient to obtain a lump sum or % rate as required3) For more complex projects we may undertake a mini competition using some or all of the original criteria in the original tenderWhen selecting providers on the framework, we will also consider the service delivery times, as this is of the essence and also particular experience is required for some projects. Therefore on some occasions, we may exclude any consultants from the above selection process that cannot meet the delivery date stated for the project or where experience is not strong enough to undertake a particular requirement where other framework members have past experience.

         Objective Criteria for choosing the limited number of candidates:
         The University will score every PQQ Submission for each Lot and choose the top scoring bidders for invitation to tender. For the Architectural Service we will enlist 6 bidders to the Framework, therefore it is our intention to invite 12 bidders to the ITT Stage but we reserve the right to change this dependent on the success and closeness of the scoring e.g. whether we have 12 suitable bidders or 13 bidders are clearly ahead from the remaining bids so therefore will all be invited. A similar process will apply for the remaining 7 lots, but we only require 3 successful bidders on each Lot other than the Architectural practice so will invite 6 bidders for each Lot to Tender unless the conditions stated earlier on changing the numbers exist.
