Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
oThe funder (BMGF) sourced and recommended the supplier, based on their previous experience of using them. oThe timeframe for supplier selection was insufficient to permit a competitive procurement process. oThe chosen supplier has data collectors in every State, including those with security risks, and was able to deploy them quickly which no other have been able to offer oThe scope and volume of data collection is beyond the capacity of LSTM.
