Supply services of personnel including temporary staff. ESPO is seeking to establish a framework agreement with a number of suppliers for the provision of Managed Services for Temporary Agency Resources (MSTAR), on a managed service basis. Managed services will include neutral vendor solutions and will include master vendor solutions. All types of temporary agency workers will be included e.g. from grounds maintenance and administrative through to interim to specialist contractors including supply teachers. The framework may be divided into lots to cater for different customer requirements, for example, schools. It is the intention that the framework agreement will be the recognised route of choice to the managed service (temporary staffing) market for Local Government and the wider public sector. The estimated value is based upon current analysis of known usage however, on the basis that the framework is available for use by all local authorities and the wider public sector throughout the UK, the value may be subject to change. Please note the figure stated below is the estimated annual value of the framework. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.
Whilst initially for use by local authorities served by ESPO (see www.espo.org for further details), being a Central Purchasing Body as defined by the EU Combined Procurement Directive 2004/18/EC, the Framework Agreement may also be open for use by the following classifications of user throughout all administrative regions of the UK: Local Authority Councils; Educational Establishments (including Academies); Central Government Departments and their Agencies; Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords; Full details of the classification of end user establishments and geographical areas is available on: http://www.espo.org/about-us/ojeu-permissible-users.aspx
