3. Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
CITB are intending to Direct Award a research project for retrofit for 12 months to Nottingham Consultants Limited who have specific expertise and IP in retrofit research having established a new Centre for Sustainable Construction & Retrofit. The centre has been set up to enable the transition to net zero within the built environment sector with established expertise, stakeholder networks and existing research to support this project. In addition, Dr Marina Topouzi (University of Oxford) by way of a subcontractor, will participate in the research project and brings with her specialist expertise and IP having been a member of the technical committee that oversaw the development of the PAS 2030/2035/2038 standards that underpin much of the innovative training in this domain. This combined approach will provide CITB with the best possible research on which to base CITBs Repair, Maintenance and Improvement (RMI) Sector Skills Plan funding.
