II.2.4) Description of the procurement: Shropshire Council has secured Home Upgrade Grant (HUG) phase 2 funding to support the installation of a number of energy efficiency measures to homes across the County. The HUG scheme aims to raise the energy efficiency of low-income and low EPC rated homes, delivering progress towards: reducing fuel poverty, the phasing out of high carbon fossil fuel heating and the UK's commitment to net zero by 2050. Measures will be delivered across all housing tenures, with a focus on the private sector.
Shropshire Council has secured HUG2 funding to install a number of energy efficiency measures to homes across the County. The HUG scheme aims to raise the energy efficiency of low-income and low EPC rated off-gas homes, delivering progress towards: reducing fuel poverty, the phasing out of high carbon fossil fuel heating and the UK's commitment to net zero by 2050. Measures will be delivered across all tenures.
Shropshire Council are looking to appoint two contractors to help deliver home insulation measures to approximately 300 households across Shropshire.
Based on HUG2 programme delivery to date properties are split roughly 50/50 between those requiring ‘major’ insulation measures and those requiring only ‘minor’ insulation measures.
There are two lots;
Lot 1 – ‘Major’ Insulation Works
(External Wall Insulation, Internal Wall Insulation, Flat-roof Insulation, Room-in-Roof Insulation, Under-floor insulation, Loft Insulation and Cavity Wall insulation.
Lot 2 – ‘Minor’ Insulation Works
(Cavity Wall insulation and Loft insulation).
The lots above account for the varying nature of required insulation works being identified within the County. Some properties require a mix of different insulation measures (Major Insulation Works) whilst others require minor insulation works only. Based on the results of the retrofit assessment the AWEE team will refer properties accordingly.
The Council is seeking experienced high quality, contractors that can deliver works in line with relevant accreditations including Trustmark and PAS2035. The contractor(s) will be customer focused and able to support and deliver the works through existing local supply arrangements. Where necessary, this should include a training and support package including quality assurance on completed installs if working via a local sub-contractor framework (in order to meet social value). Installs to run from July 2024 to end of March 2025 with a potential extension to the end of March 2026 (subject to additional funding being secured by the Authority).
Bidders will only be awarded 1 Lot. If a bidder submits bids for both lots and should they achieve the winning score on both lots - their indicated preference will be taken into account.
In accordance with PAS2035:19, appointed contractors will be expected to be able to install ventilation upgrades alongside insulation works, in line with a prepared ventilation strategy.
